We have been buying toilet seats and spray painting them with decorative stencil designs. These are new toilet seats and we add a couple of coats of clear acrylic to seal the images. Each seat includes a set of hardware for installation of the toilet seat on a standard sized comode, if that is what you call them these days. Each design varies slightly from the images shown, but they are pretty much what you see.
