Who says "Dead men don't vote twice at elections"? It's not just a rule, but a requirement in a tight race. In fact that is why elections are held so close to Halloween, so that all those zombies are out and about and it makes it convenient for them to vote in what is left of their flesh. You can't coherce a dead person with money to make them vote since they are already dead, but you can make a zombie vote twice with a threat that they will have to die again.
